Grace to Retain Medical Program for Montana Town
W.R. Grace & Co. plans to retain the medical program it established in 2000 to assist local residents with medical needs resulting from their exposure to asbestos from the former Grace mine located near the town of Libby, Mont.
The Libby Medical Program has been in effect since 2000. More than 800 people are currently enrolled in it and receive health care and prescription drug coverage. Since 2000, Grace has spent more than $14 million on the program. In addition, Grace is making an additional annual contribution of $250,000 to St. John's Lutheran Hospital in Libby. Since 2000, Grace has donated more than $2 million to St. John's to support its work on this important issue.
QAI Launches DocPoint Solutions
Fulton-based Quality Associates Inc. (QAI), a provider of services and solutions for document management, imaging and archiving, announced the formation of a new subsidiary called DocPoint Solutions.
DocPoint Solutions will provide a full range of consultative services, support and software for electronic content management (ECM), with a specific focus on providing Microsoft SharePoint to organizations that are looking to expand employee collaboration efforts and increase information exchange across the enterprise. Like its parent company, DocPoint will focus on providing services to government agencies and private companies in regulated industries, such as accounting, legal, health care and finance.
The Columbia Bank Opens First Anne Arundel Branch
The Columbia Bank has opened its first full-service branch banking office in Anne Arundel County. The institution's 27th branch is located at 7692 Dorchester Boulevard and is part of Arundel Preserve, a 280-acre mixed-use community near the intersection of the Baltimore-Washington Parkway and Arundel Mills Boulevard.
Upon completion, Arundel Preserve will feature more than 2.3 million square feet of office and retail space, approximately 1,000 housing units and two hotels. The retail component is nearing completion, with tenants to include Starbucks Coffee, Arundel Preserve Wine & Spirits, Pearl Nails and Spa, Red Parrot Asian Caf and Maiwand Kabob. A Hyatt Summerfield Suites hotel is sited adjacent to The Columbia Bank.
WellPoint Acquires Columbia-Based Resolution Health
WellPoint Inc., a national health benefits provider, has acquired Resolution Health Inc., a leading data analytics-driven personal health care guidance company based in Columbia.
The acquisition will allow each company to expand its efforts to improve health care quality and reduce health care costs for its customers. Resolution Health will continue to enhance and expand the services it provides to WellPoint as well as to its growing number of other customers nationwide. Terms of the agreement were not disclosed.
MedStar, Rite Aid Announce an Agreement to Launch Health Clinics
Columbia-based MedStar Health and Rite Aid Corp. have entered into an agreement to launch MedStar PromptCare walk-in health clinics inside select Rite Aid stores. The clinic sites will open this summer at four locations in the Baltimore and Washington, D.C., metropolitan areas.
Under the agreement, MedStar Health will provide clinical oversight and ensure access to necessary follow-up specialty and acute medical services for the clinics. This partnership will provide patients with convenient, high-quality medical care, without an appointment, that is integrated with MedStar Health-affiliated physicians and hospitals.
Constellation Named to the BusinessWeek 50
Constellation Energy has been named to the BusinessWeek 50 annual ranking of the best performing companies for the second consecutive year. Constellation Energy is ranked No. 39 on the list, which can be found in the April 7 issue of BusinessWeek magazine.
The list is composed of the "overachievers" from each of the 10 sectors that make up the Standard & Poor's 500 and ranks the companies through a proprietary screening process, with an emphasis on return on investment and sales growth over the past three years. In 2007, Constellation Energy generated $21.2 billion in revenues and grew adjusted earnings by 27%.
UM Business School Wraps Educational Mission Into New Doc
The University of Maryland's (UM) Robert H. Smith School of Business is bringing technology themes from its leading programs and research to students and general audiences with a new documentary, now airing nationwide on public television stations.
Smith will freely share the program, which explores information technology-enabled transformations, with schools and educators to help teach how firms, markets and industries are rapidly evolving with technological innovations. "The Transformation Age: Surviving a Technology Revolution with Robert X. Cringely" was co-produced by Smith and Maryland Public Television and underwritten by the New York Mercantile Exchange.
Columbia Writer Places Second in Screenwriting Contest
A writer from Columbia placed second in the Monterey County (California) Film Commission's list of winners in its 2007 Monterey Screenplay Competition, which this year attracted 183 screenplays from across the country.
The grand prize winner of $2,000 is Barbara Palmer of Whitefish, Mont., for her screenplay, "Robin's Boys." The runner-up winner of $1,000 is Kevin Leonard of The Leonard Group of Columbia, for "Rickenbacker," the true story of Eddie Rickenbacker, pioneer auto racer and World War I fighter pilot. Leonard has also optioned the screenplay, his first, to Hollywood producer Jeff Fortin.
Atlantic Builders Wins ABC Awards
Atlantic Builders Group took home multiple awards at the Associated Builders & Contractors (ABC) of Baltimore's Awards of Excellence dinner. Among the Atlantic projects from the past year that received recognition as Excellence Winners were the Prince George's Community College High Technology Center and the Temple Beth Shalom Sanctuary and Social Hall addition.
BWI Thurgood Marshall Airport Adds Real-Time Flight Tracker, Weather Displays
BWI Thurgood Marshall Airport has installed several flight tracker and weather display monitors throughout the passenger terminal. The monitors, located alongside traditional airport flight information display systems (FIDS), provide a real-time, visual image of air traffic and weather conditions.
The new monitors present maps and up-to-the-minute graphical information, including the airline and the flight number for commercial flights arriving at and departing from the airport. The flight tracker and weather display technologies are produced with RLM Software's FlightView brand of flight tracking solutions. Manekin Named Green Business of the Year by BBJ
Manekin LLC was named Green Business of the Year at the Baltimore Business Journal's (BBJ) first-ever Green Business Awards luncheon, which recognized individuals, businesses, government leaders and nonprofits that promote environmental sustainability.

Tactical Solution Partners Announces New Corporate Name
Hanover-based Tactical Solution Partners Inc. (TSP), a homeland security technology and services firm, has announced plans to change the company's name to Brekford International Corp. The name "Brekford" recognizes founders C.B. Brechin and Scott Rutherford and is expected to support the future promotion of a readily identifiable brand name for the company's products and services.
"We are very pleased to propose a corporate name change to Brekford International, a name that we believe will enable us to be more marketable on a global scale," said CEO William Shafley. "Additionally, the name change comes at an opportune time when we are making significant expansions to our product and service offerings, such as full vehicle upfitting, ultra-lightweight body armor and other initiatives."
HCGH Designated Primary Stroke Center
Howard County General Hospital (HCGH) was recently granted a full five-year designation as a Primary Stroke Center by the Maryland Institute for Emergency Medical Services Systems. The institute directs statewide Emergency Medical Service personnel to transport patients experiencing symptoms of stroke to designated emergency departments.
HCGH now joins other designated hospitals in Maryland in providing this important service to the community. Studies show that coordinated hospital care, combined with standardized stroke procedures, result in improved outcomes. Stroke care also focuses on patient education to reduce risk factors and recognize the signs and symptoms of stroke to initiate rapid evaluation and treatment.
Berkshire Certified as a Women's Business Enterprise
Columbia-based Berkshire Associates has received national recertification as a Women's Business Enterprise by the Women's Business Enterprise National Council (WBENC).
WBENC's national standard of certification is a meticulous process that includes an in-depth review of the business and site inspection. The certification process is designed to confirm the business is at least 51% owned, operated and controlled by a woman or women.
Conmed Garners Contract With Sheriff's Office in Virginia
Conmed Healthcare Management, a service provider of correctional facility health care services to county detention centers in five states, was recently awarded a five-year, $18 million medical services agreement with the city of Chesapeake, Va.'s sheriff's office jail.
The value of the deal could grow as the inmate population expands. Conmed, of Hanover, services detention centers and correctional facilities in 30 counties in Washington state, Oregon, Kansas, Virginia and Maryland. As of Sept. 30, 2007, Conmed had medical service contracts with potential future service contract revenue of $131 million, with a weighted average term of 5.9 years, of which approximately $113 million relates to the option renewal periods.
Proteus Expands Corporate and Engineering Office Facilities
Annapolis Junction-based Proteus Technologies, a provider of software and systems engineering solutions, has expanded its Maryland-based corporate headquarters by acquiring an additional 17,500 square feet at 133 National Business Parkway in The National Business Park - less than one mile from its primary client, the Department of Defense (DoD) at Fort Meade. This acquisition will bring the company's combined office facilities to well over 35,000 square feet.
The additional space will bring the software and systems engineering company's total occupancy of the building to approximately 26,000 square feet and make Proteus the majority stakeholder in the building. The company will maintain its Engineering Solutions Office in Columbia as well.
PharmaAthene Obtains Department of Defense $5.8 Million Contract
PharmAthene, a biodefense company and graduate of the Chesapeake Innovation Center, has been awarded a contract modification providing an additional value of $5.8 million for continued development of Protexia, the company's broad spectrum chemical nerve agent prophylaxis.
In September 2006, PharmAthene was awarded a multi-year contract from the Department of Defense (DoD) U.S. Army Space and Missile Command for advanced development of Protexia valued at up to $213 million. Additional funds have boosted the value of the deal to $219 million, assuming all milestones are achieved and that all contract extensions and options are exercised by the DoD.
Tecore Wins Exclusive Supply Agreement From Alaska Wireless
Columbia-based Tecore Networks, a provider of multi-technology mobile networks, has announced that Alaska Wireless, a wireless communications service provider serving the Dutch Harbor and Unalaska regions, has selected Tecore's Rural Village System (RVS) as the exclusive infrastructure solution for the build-out of the remote regions of Alaska.
"For Alaska Wireless, extending our service footprint to remote and isolated areas while maintaining coverage and service levels is a key factor in the growth of our network," said Mark Horne, president of Alaska Wireless. "Tecore Networks provided us with a robust end-to-end product set along with comprehensive services and support."

XTS Receives Strategic Investment From AurionPro Solutions
Ellicott City-based XTS, creator of enterprise management analytics software for planning and managing Citrix and other virtualization platforms, has announced a strategic investment by the U.S. subsidiary of AurionPro Solutions Ltd. (aurionPro), a provider of global technology solutions.
Adding to an initial investment in XTS by the Maryland Department of Business and Economic Development, the investment proceeds from aurionPro will be used to increase market awareness and accelerate growth in the company's global distribution channel. In addition to the investment, the companies agreed to an extended development contract and appointed Samir Shah, managing director of aurionPro U.S. operations, to the XTS board of directors.
DCA Announces the Development of a New Facility in Pennsylvania
Dialysis Corporation of America (DCA), headquartered in Linthicum, has announced the development of a new facility in Camp Hill, Pa. The new center, DCA's 11th in Pennsylvania, will have 24 treatment stations, and the company expects that it will further solidify its leading role in the greater Harrisburg market.
"We are thrilled to be continuing our growth in Pennsylvania, one of our core markets with a demonstrated track record of success," said President and CEO Stephen Everett. DCA owns 35 free-standing kidney hemodialysis centers, located in seven states, and provides patients with a full range of in-center and at-home hemodialysis services, as well as providing in-hospital services in many of its markets.
Constellation Acquires Non-Operating Interest in Woodford Shale
Constellation Energy Partners has closed its previously announced acquisition of non-operating interest in producing wells located in the Woodford Shale in Oklahoma from an affiliate of its sponsor, Constellation Energy, for $53.4 million.
The acquisition was fully funded with debt from the company's revolving credit facility. "The Woodford Shale provides us with a foothold in an up-and-coming geographic area and access to low-risk production with limited exposure to increased capital commitments, operating expenses and resource demands," said Stephen Brunner, CEO of Constellation Energy Partners. "By purchasing 100% proved developed producing wells we have further solidified our expected cash flows."
GP Receives Award From Security Initiative in Nebraska
General Physics Corp. (GP), whose world headquarters is located in Elkridge, has been awarded a contract by the Tri-County Urban Area Security Initiative (UASI) in Omaha, Neb., to provide a range of Homeland Security services.
Under this contract, GP will provide program management, strategic planning, hazard and vulnerability assessments and training, as well as plan, develop, conduct and report the results of Homeland Security exercises over an 11-month period. GPC will also assist the UASI in creating performance measures, including clarifying new goals and objectives using risk assessment and strategy updates; documenting contributions that helped achieve prior goals and objectives; and other services.
Relocation of Arundel Federal Savings Bank in Works
A complete renovation of the Arundel Federal Savings Bank building at 655 Crain Highway in Glen Burnie will add 5,000 square feet of new office space to house the bank's operations and executive functions. The project is expected to be completed in six months, at which time more than 25 employees will be relocated from the bank's Brooklyn facility to the newly renovated offices.
"Completion of the project will provide increased convenience for our customers and will improve operational efficiencies for our deposit and loan processing staff. No jobs will be lost in this relocation and the added building space will accommodate Arundel Federal's planned growth," said Arundel Federal President George Behr, Jr.
UA Partners With Women's College Lacrosse Entity
Under Armour and the Intercollegiate Women's Lacrosse Coaches Association (IWLCA) have announced a comprehensive five-year partnership. As part of the partnership, the IWLCA named Under Armour as its primary corporate sponsor and exclusive athletic product supplier.
The name Under Armour will be integrated into all facets of the IWLCA's major initiatives, including tournaments, academic awards, NCAA polls and coaches' clinics. The brand has become the official title sponsor for the Champions Cup, North-South Game and Capital Cup. The corporation is also the new title sponsor for the IWLCA's National Coaches Poll and presenting sponsor of the Annual Coaches Meeting and Clinic.
Martek Announces Final Judgment and Order of Dismissal in Class Action
Martek Biosciences Corp., of Columbia, has announced that the United States District Court for the District of Maryland has entered a Final Judgment and Order of Dismissal approving the settlement of the consolidated class action brought on behalf of certain purchasers of Martek common stock.
That class action was brought under the federal securities laws and arose out of allegations, among other things, of violations of Section 10(b) and 20(a) of the Securities Exchange Act of 1934. The settlement of the class action calls for a cash payment of $6 million into a settlement fund, all of which has been paid by the company's insurer.
Traxion Therapeutics Receives TEDCO Grant
Traxion Therapeutics, a bwtech@UMBC Incubator company, has received $74,018 in grants from the Maryland Technology Development Corp. (TEDCO), a state source of funding for seed capital and entrepreneurial business assistance. The award, from TEDCO's Maryland Technology Transfer Fund (MTTF), will help finance the young company's development of new medications to treat neuropathic pain.
Currently, Traxion is working with pain researchers at the University of Maryland Dental School to assess the viability of its lead product, TXT-0200. Neuropathic pain afflicts more than 10 million Americans. Sales of prescription drugs for neuropathic pain are increasing at roughly 7% each year.
Netherlands Railways Scores Edelman Award From Hanover-Based INFORMS
The application of operations research and analytics to rescheduling a heavily used commuter rail system allowed Netherlands Railways to win the 2008 Franz Edelman Award for Achievement in Operations Research and the Management Sciences, which was presented by a locally-based organization.
The Franz Edelman Award is presented by the Institute for Operations Research and the Management Sciences (INFORMS), which is based in Hanover. The competition attests to the contributions of operations research in the profit and nonprofit sectors. Since its inception 37 years ago, cumulative dollar benefits from Edelman finalist projects has topped the $130 billion mark.
MTA Places $95 Million Order for New Trains With Wabtec
A subsidiary of Wilmerding, Pa.-based Wabtec Corp., MotivePower, has received an order worth $95 million for 26 MPXpress commuter locomotives from the Maryland Transit Administration (MTA) for its Maryland Rail Commuter Service (MARC) commuter rail service.
The locomotives, to be built in Boise, Idaho, will be delivered by next year. MARC's three lines are known as the Brunswick, the Camden and the Penn; the latter two connect stations in Baltimore City (Penn Station and Camden Yards, respectively) with Union Station in Washington and serve approximately 24,000 commuters between them daily in the Corridor.
Plant Sensory Systems Receives NSF Grant
Plant Sensory Systems, a resident of bwtech@UMBC's incubator, has received a Small Business Innovation Research (SBIR) grant from the National Science Foundation. The $100,000 grant, which is a six-month grant (referred to as Phase I) that takes effect July 1, will help the company test new genetic modifications on its laboratory plants. The research is a crucial first step in creating plants that are more productive and environmentally friendly. Plant Sensory Systems is focused on creating plants that are more nitrogen use-efficient as well as drought-resistant. More efficient use of nitrogen, the main ingredient in fertilizer, means less run-off into rivers and streams, and increased drought resistance could reduce crop losses significantly in drought years.
RLTV Hooks Up With Verizon FiOS
Retirement Living TV (RLTV) has announced that Verizon FiOS has begun to fully distribute RLTV programming 24 hours a day, seven days a week on Channel 216. "Our partnership with Verizon is a critical component of our plans to expand current distribution throughout the U.S.," said Betsy Brightman, vice president of affiliate relations and distribution for RLTV.
In addition to the agreement, Verizon and RLTV will be launching jointly-run subscriber acquisition campaigns in key Verizon markets. These campaigns will be centered around Verizon's launch of RLTV with a focus on attracting the age 55-plus consumer. There will also be a joint effort to educate the 55-plus market about the upcoming digital transition and the opportunities available to current non-subscribers.
GP Opens Managed Services Center in India
Elkridge-based global performance improvement solutions provider General Physics Corp. (GP), the operating subsidiary of GP Strategies Corp., has announced the opening of a managed services center in Chennai, India. It will allow GP to further expand its India-based operations by providing training administration, course administration, call center services, instructor resource management and learning management system support for its global client base.
GP Senior Vice President Dan Miller said the center "is the first GP facility of this type in the Asia-Pacific region. GP will leverage our U.S.-based managed services center experience and processes to expand our capability to support our customers worldwide."
Loyola College Could Become Loyola University
The Board of Trustees of Loyola College in Maryland, which has a campus in Columbia, has given preliminary approval to a plan to change the name of the Baltimore-based school to Loyola University as part of its strategic planning process.
The college, in collaboration with higher education marketing firm SimpsonScarborough, has embarked on an extensive integrated marketing research project that involves asking the opinions and impressions of current students, faculty, administrators, parents and alumni, as well as prospective students, members of the secondary education community and regional business leaders.
Sleepy's Inks Big Warehouse Deal in Columbia Gateway
Sleepy's, a large specialty mattress retailer with more than 600 locations in 11 states, has signed a lease with RREEF for 119,000 square feet of warehouse space in the Columbia Gateway Business Center.
The company will occupy a portion of 8700 Robert Fulton Drive, which offers 700,000 square feet of space and is part of the three-building Gateway Commerce Center portfolio.
Comfort Suites Laurel Lakes Acquired by Northstar Hotels Group
Northstar Hotels Group recently added the Comfort Suites Laurel Lakes hotel to its portfolio. The company will also manage the 119-suite hotel, which is located along the busy Route 1 Corridor in Laurel.
The company is discussing plans to renovate and to make the hotel more eco-friendly, with the new plans slated to be announced shortly.
ADFS to Exhibit at Farnborough
Jessup-based American Dynamics Flight Systems (ADFS) has been selected by the state of Maryland Department of Business & Economic Development to exhibit in its tent at the Farnborough Airshow in July.
ADFS will be showcasing its VTOL Unmanned Aircraft System, the AD-150. The Farnborough Airshow, which is located in Farnborough, U.K., occurs every other year and is the largest airshow in the world. About 1,500 exhibiting companies from 35 countries attend the event; in 2006, the show accumulated $42 billion worth of orders.
Local Assist-2-Sell Office Ranks in Top 10% for 2007
Assist-2-Sell has announced that its Columbia franchise office, which is owned by Leslie Eudy and John Netherton, placed in the top 10% of all company offices for 2007. It competed against nearly 700 other offices throughout the United States, which are ranked by the total number of homes sold during the year.
"Our exclusive 'Buyer Incentive Program' offers cash incentives to buyers on select properties while our 'Full-Service with $avings!' program gives home sellers great service for a low, flat fee," said Leslie Eudy, member manager. The local office also purchased the Rockville Assist-2-Sell franchise late last year.
Amorim's Sustainability Report Earns Three Distinguished Awards
Hanover-based Amorim has announced that the company's sustainability report received three awards from Corporate Register, including the world's top three in the Openness & Honesty category.
Amorim's independently verified sustainability report details the company's effects on the environment and socioeconomic development. Amorim has been given international recognition for the transparency of its sustainable development policy. Amorim's report was chosen from more than 300 companies in more than 40 countries and from 39 different business areas.
Hub Consulting Part of Winning Team for Defense Contract
The Defense Intelligence Agency, Virginia Contracting Activity of Huntsville, Ala., recently announced that a team led by Concurrent Technologies Corp. won a competitive, multiple awards, Indefinite Delivery/Indefinite Quantity (IDIQ) Solutions for Intelligence Analysis contract.
Hub Consulting Group, of Columbia, is a member of the winning team that includes two large businesses and 30 small businesses. This contract is one of eight IDIQs awarded with an anticipated combined contract ceiling of $1 billion during a five-year period.
Fort Meade Places Second in ACOE Again
The Department of the Army has announced that Fort Meade will receive $1 million for placing second in the annual Army Communities of Excellence awards for the second consecutive year.
The ACOE awards are bestowed annually to installations for their outstanding efforts to provide support to soldiers, civilian Department of Defense and Department of Army employees, retirees and families, and for superior management policies in serving partners and suppliers. This year, Fort A.P. Hill in Virginia took the $2 million first prize.
RLTV's Web Site Named Among 10 Best for Boomers by PC Magazine.com
Retirement Living TV (RLTV), the first cable network created for people age 55 and older, has announced that its web site, www.rl.tv, has been named among the 10 best sites for boomers by PCMagazine.com, along with other sites like www.aarp.org, www.boomertowne.org and www.IRememberJFK.com.
The site was selected because of its expansive collection of health information and tips, discussion boards and an extensive video library. According to eMarketer.com, the number of American boomers who use the Internet at least once a month will grow by more than 4 million, rising from 59.4 million in 2007 to 63.7 million in 2011.
TEDCO Provides $250,000 to Maryland Incubators
The Maryland Technology Development Corp. (TEDCO) has provided $250,000 to incubator members of the Maryland Business Incubation Association (MBIA). The funding was awarded through TEDCO's Incubator Business Assistance Funding program.
TEDCO has signed commitments for the funding with 15 of the state's incubators. The funding allocation is based on the individual square footage of the incubator and is to be used to support companies located in each facility.
RAM Celebrates 'Stars of the Industry' Winners
The Restaurant Association of Maryland (RAM) recently announced the winners of its 54th Annual McCormick & Company Stars of the Industry Awards Gala at Martin's West in Baltimore.
The event attracts more than 900 hospitality industry professionals annually, including local winners Jordan's Steakhouse of Ellicott City for the Wine and Beverage Program of the Year, The Greene Turtle for the McCormick Cornerstone Award, Elaine Heilman of the Howard County Applications and Research Laboratory (HCARL) for Maryland Hospitality Education Foundation (MHEF) ProStart Teacher of the Year and Ryan Meliker, also of HCARL, for the MHEF ProStart Student of the Year.
Anne Arundel County Organizes DFAC
The Dairy Farm Advisory Committee has been formed in Anne Arundel County. The entity will meet for a year under the guidance of consultants from Human & Rohde to develop a proposed Master Plan for a portion of the U.S. Naval Academy Dairy Farm in Gambrills.
The DFAC consists of citizens from communities surrounding the dairy farm and representatives from agricultural, gardening, historic preservation and environmental organizations. One of the centerpieces of the county's conceptual plan for the
Dairy Farm is a formal display garden.
Fort Meade to Upgrade Barracks
Fort Meade is scheduled to receive $52 million during the next three years to renovate four 1950s-era barracks for service members in Advanced Individual Training (AIT) at the Defense Information School (DINFOS).
The Army Installation Management Agency (IMCOM) has allocated $26 million for fiscal '08 which is earmarked for the upgrade of two barracks this year. The allocation will be followed by $13 million for fiscal '09 and an additional $13 million in fiscal '10.
IMCOM initially allocated $26 million for fiscal years '09 and '10 after contractors for the Army Training and Doctrine Command (TRADOC) conducted an engineering study. IMCOM's commanding general, Lt. Gen. Robert Wilson, visited the AIT barracks last January and confirmed that an additional $26 million would be allocated in an effort to upgrade the living arrangements.
