Roca Stepping Down as
Director of APL
Rich Roca, who has served as the director of The Johns Hopkins University Applied Physics Laboratory (APL) in North Laurel for the past 10 years, has announced that he will step down from the position later this year. He will, however, continue his affiliation with the university's business school (and possibly APL in another capacity).
In a memo to employees, Roca noted that APL requires executives in policy-making positions to step down when they reach age 65, as he will later this year. The APL board of managers is considering candidates for his replacement, who will be named upon Roca's exit.
To date, Roca has been appointed to serve as a professor at the university's Carey Business School. His contributions will include advising on new MBA curricula, helping the school address the management needs of federal agencies and facilitating joint initiatives between the school, APL, and the science and technology community.
Roca's background creates a significant opportunity for Hopkins' Carey Business School students to obtain first-hand knowledge of business development and technology transfer challenges particular to science and technology, and to devise solutions to real-world technology business problems.

Arbitron CEO Skarzynski Resigns After Company Policy Violation
The board of directors of Columbia-based Arbitron has announced the resignation of Michael Skarzynski as president and CEO, and as a member of the company's board of directors. William Kerr, a member of the board, has assumed both positions.
"Bill's experience as a chief executive officer and chairman of a large public media company, coupled with his board memberships, make him uniquely qualified to lead Arbitron. Additionally, Bill's service as a member of Arbitron's board of directors should provide a fast and effective transition into his new role," said Philip Guarascio, chairman of the board.
Skarzynski and the company's board together determined that he had violated a company policy in a matter that was unrelated to the financial performance of the company. Accordingly, he submitted his resignation from his positions.

CMRT Welcomes New Team Members
Central Maryland Regional Transit (CMRT) has announced the addition of two new staff members to support the Central Maryland Transportation Resource Information Project (TRIP). They are Matthew Helfant, mobility manager; and Michael Owino, mobility coordinator.

New HCGH Professional Staff
Officers Named for 2010
Howard County General Hospital (HCGH) has announced the following new professional staff officers for 2010: Jonathan Fish, M.D., president, an internist; Francis Chuidian, M.D., vice-president, who focuses on pulmonary and critical care; and Clarita Frazier, M.D., secretary/treasurer, also an internist.

Loyola Pastoral Counseling Department Adds Two Faculty Members
Loyola University Maryland's pastoral counseling department, based at the University's Columbia Graduate Center, has added Nichole Murray-Swank and Kari O'Grady. Murray-Swank will serve as an assistant professor of pastoral counseling and, beginning in July, as co-director of the department's Certificate in Spirituality and Trauma program; O'Grady will serve as an assistant professor of pastoral counseling.

Stylinski to Board of Trustees
The Maryland Association for Environmental and Outdoor Education (MAEOE) has named Carrie Samis of the Maryland Coastal Bays Program in Ocean City and Cat Stylinski of the University of Maryland Center for Environmental Science's Appalachian Lap in Frostburg to its board of trustees.

Owen Rouse, senior vice president, director of capital markets for Manekin LLC, has been elected president of CORFAC International. Rouse's 29-year career in commercial real estate has covered several disciplines including acquisition, disposition and construction, among others.

Williams Awarded New Designation
Gary Williams, president of Williams Asset Management in Columbia, has been awarded the Accredited Investment Fiduciary (AIF) designation from the Center for Fiduciary Studies. The AIF designation signifies training in fiduciary responsibility and follows a two-day course and examination.

Hill Staton Joins Howard Bank Board
Former Howard County Circuit Court Associate Judge Donna Hill Staton has been elected to the boards of Howard Bank and Howard Bancorp. She served as an associate judge on the Circuit Court from 1995-96 when she became the county's first African-American trial judge.
